It is up to the community to report things they see. Even if you are just "suspicious" it's worth letting us know so we can add the round to the spot check list. Keep in mind that the round has to be within a current tournament for us to do anything about it.
We spot check and check things that looks suspicious to us (admin/tourney marshalls) but clearly we can't check every one of the 3,000+ rounds each week. We need the community to be diligent in reporting things they view as inappropriate.

I wasn't even aware there was any way of having poor swings go straight. I thought the issue was controllers that allowed for a swing that would read as straight on the screen every time, which would not result in what is described above.
How could anyone mishit shots out of the cone and get straight shots? Are they altering the programming of the game?

What happens is the person will shoot and the shot will be right on the edge of the red cone. But when you watch the ghost ball it will look like a complete shank. I've seen it many times.
It's one of the reasons why I wish the penalty for missing straight shot should be more. The edges of the red cone do not punish shots nearly enough in my opinion.

In turn based mode, the shot cone and power of the other player are sometimes quite wrong, I've seen normal pitch shots shown as 13% power etc. It is just some bug that HB will need to fix at some point, but it is very low down the priority list.

From what I understand the Hori controller can be dialed in to produce a straight shot so that if its set to not go outside the red cone the player can swing as hard or as crooked as they want and it won't go outside the area resulting in a straighter shot. They only need then to worry about the strength of the shot and the wind. I don't know if they are only available for PS4 or if you can get them for PC and Xbox 1 not that I would have one. I've played golf IRL for over thirty years and anyone who cheats is ultimately only cheating yourself and eventually you will get caught out and your reputation will go down the pan.

Doyley, I've seen that too. I've even seen that with my own shot in replays. I make a slightly off swing, a few pixels but within the red cone. Then on the replay I'm well outside of the red.
Maybe this is what birddog was noticing.

Yeah doyley is right, iv played live with a couple of guys and watched their shots and they seem to completely shank it at random times and I'm like man how did that stay on the fairway and they didn't even think it was a bad shot,

In a couple of unrelated incidents in the last month or so, by other golfers than the individual I just talked about, I've noticed a lot of chipping on the greens too. Most of these incidents occured when the golfer was on the collar of the green & fringe, but the ball lie display in the upper right, clearly said "Green". Chipping from the fringe is fine. The game even hands you a wedge when you are there. Can't explain the lie reading 'green', never looked at what it says when on the fringe to be honest. I usually putt from the fringe as a preference, but there is nothing wrong with chipping from there.

The biggest cheats on this game are the wind waiters. It absolutely plagues the tour I am on, people blatantly refusing to hit a ball unless the wind is below 5mph.

I know, infuriating. Last week we had a level playing field and it really showed, when the wind was up around 15mph it was the same for EVERYONE and there were hardly any under par scores for that round. Fast forward to this week and there's been a miraculous upturn in form from the cheats.

I wouldn't even say they're cheating. They're exploiting a flawed system that incentivizes certain behavior. The frustrating part of it is that there seems to be zero reason for the currently flawed system to be in place, or for the practice of wind waiting to remain competitively viable.

It's not fair to say certain people are wind waiters just based on score. Maybe they just were fortunately and get low winds from the get go.
