nope, you can go down to the next level at any point. You don't need to fill up the first level to move down. I made the same mistake. You can go down to the next level to see what it is, but you can't actually fill it until you have all the stars in the prior level, right? -Fallout 4 n00b

So you can only scrap destroyed houses correct? Can you rebuild or fix one up?
I've gone back to Sanctuary, scrapped all wrecked houses, picket fences, mailboxes, fallen down trees, cars, pretty much every thing that can be scrapped I've scrapped. Built a generator, water pump, purifier, turrets, gardens of all foods, beds in the old houses. Now if only I can fix up my house to make it new and shiny, with a nice green lawn.
And also down in the Corvega Plant getting my ass handed to me.
Haven't played a round of golf in two days, think I am going to squeeze a practice round or two in before tournament day

Also if you get the local leader perk you can make trade routes and other useful things, so if your interested in the settlement side of the game id suggest leveling up your charisma.

Oh yeah you can also build shops for trading and assign settlers to jobs.

Ahh good to know, thanks for the tips. I do kind of like the settlement part a bit, one of the only games I really kind of liked way back was Sim City so I kind of dig the micromanagement and building aspect you can only scrap houses then rebuild from scratch. And thanks Wiser, I've been using the minigun and just entering a room and spraying it with lead, works but not really efficient lol. I'm about to finish off the plant in a couple minutes, just got back from another DR's appointment, and I feel like shooting stuff lol.

Just bought this today! Loved 3 and new Vegas hoping this brings me 400 hours of enjoyment as quoted! Well I'm at 12 hours so far and more than any other game I've played except TGC, I see me hitting 400 no problem. I have about 500 (pc, 300 ps4) in some silly golf game. TGClol

I'm at about the 11 hour mark. A few things:
-was feeling a bit "meh" about the game until the 6 hour mark...then it starts to open up - I am having MAJOR ammunition and bottlecap problems...I keep running out. - I don't travel with Dogmeat anymore because I hate hearing him whimper when he is hurt. - I'm focussing on intelligence/charisma for my playthough - Slowly figuring out how things work in the settlement part of the game. In Sanctuary, I have constructed a two story, ugly behemoth known as "Fort Kick Ass"...still a bit clueless on the switches/power pylons, etc and what they do. Currently have 10 people there and they seem happy. A couple other smaller settlements as well.

there are a couple of things that bug me on this one so far. The dumbed down conversation wheel is seriously ticking me off. It really cramps any mods. Speaking of mods having the main character voiced is also going to make it a giant pain the behind. I'm already trying to imitate the protagonist's voice so that when the time comes I can help out. The way the scenes change when you're talking also bugs me. I liked it all being in first person like the last two games. Call me weird but I miss that a lot. The totally confusing mechanics used for building stuff stinks too. You can turn off the dialogue camera in settings, which then keeps it in first person like in 3

If you build a generator and place a conduit on a buildings wall you can attach a wire between the two so that your building is powered. Gives you access to power obviously so you can have lighting, tv etc etc.
