Submissions like this piss me off. I'm just gonna be blunt here, the designer should know better than to submit jacked up courses like this. If not, then he needs to take a look at every other course that's been approved and figure out for himself why it's annoying to me. I stayed on and beat the piss out of the course record just to validate my time I even took to look at it.

CLIFFS OF DOVER This is the 2nd course from Pete Cambas I've came across with the same problem. Pete builds some awesome looking courses, but there isn't a shred of natural feasability to them. It makes me thing that we need to have a separate listing for fantasy type courses. Here's the big paradox for me, the course is actually very awesome, but the guidelines dictate that there be some modicum of reality, and this is clearly a fantasy course. (Designer even says so in the course description.) What I fear is that by not approving it though, its gonna steer players away from checking it out, and this course definitely deserves some play. I really thought it was awesome how he managed to make a mountain look like a giant hippo when you were facing it from the 16th tee. The last time I didn't approve a course of his like this, someone superceded my review and designated it as approved, so if that should happen again, I understand. my understanding is that he has created this as a fantasy course and has no expectation of being approved but purely submitted to tgctours to go in the database! I really didn't expect it to get approved. I just wanted to put it out there because it was really fun to design

No, I guess not.
The problem right now is, that the review team is falling a bit behind with reviewing courses actually.
One reason is the enormous number of courses that are submitted lately, the other reason might be that the reviewers lack a bit of time for whatever reason (holiday, real life stuff, etc.).
I saw you submitted it again today/yesterday. If there's nobody reviewing in within the next days, I'll do it (as soon as possible).

I really did enjoy Cliffs of Dover. Some really cool editing. It would be a sweet course for Golden Tee. I love that game too. For those not familiar an arcade golf game that features a track ball for swinging.

Nouveau Laguna Negra - Not Accepted
After reviewing this course it was not accepted for the following reasons: My first impression was that this course was auto generated, although a lot of tweaking was applied There are multiple examples of these issues through out the course - Humps in front of Tee Boxes - Bunker sculpting, this needs a lot of attention - Missing textures around the greens

TRICKY STREAMS
Terrain editing is far too rough and awkward. Some really bad looking bunkers because of awkward elevation sculpting. The designer should watch one of the tutorial videos on course editing, I think it would really help.

Winding River Country Club.
I cannot approve this course in its present state for use on TGC Tours.
Overall, I am looking at 5 basic areas.
Look and feel: This course started off blah at the 1st tee, I felt it was lacking the polish needed to make this a TGCT course. The course gave the feeling of being rushed to completion. The lighting was good, Opening visuals were MINIMAL, and in some views, unappealing all together.
The Tee Boxes and elevated greens were the big eye-sore to me. I am not a fan of MOUNDS used to elevate the tee boxes. While, it is not an issue technically (as far as playing the hole), it does affect the visuals. Terrain work is needling lots of refinement. Work in shaping the slopes around your Greens and tee boxes. Holes with the river, lacked pizzazz. The banking was unrefined. The lack of planting is obvious. It was clear the designer had a links style course in mind, and I feel with more polish, the course could be made enjoyable.
Fairways: Fairways were wide enough, however the lacked polish, looked like they were not well thought out and the brush work needs refinement. Width for the intended landing zones was good. Lacked the use of light rough, but this is not a requirement. Several fairways had an "inverted bowl effect", allowing ball to roll off quickly into rough or hazards.
Rough: lacked the use of light rough. 1st cut was not present around fairways. However, it's not a requirement to be present, use of it gives a buffer zone between the fairway and heavy rough (This is subjective and depends on the intent of the course). Too much use of the heavy rough and lack of brush, bushes, grasses just gave a lack of imagination.
Bunkers: Bunkers gave the appearance that the shapes were just the given tools supplied and clicked into the locations without any further thought to smoothing them out, giving them any creative thought. Placed, clicked and forget. on to the next location, repeat. In the future, spend more time in "Shaping your bunkers".
Greens: Greens lacked imagination. Designer used common green shapes with little on no modification to improve upon the creativity. While this is not a requirement, it does help make the course more of the designer's and not just a "select and click a green" design. Pin placement was not outrageous and breaks around the hole was not severe. No greens were obscured by shadowing.
The edges around the green/ fringe area, were little too sloped for my liking (red-lined run-offs). Inverted bowl effect.
Summary:
*Subjective* It's suggested that the smoothness of the fairway edges/ 1st cuts of rough/ edges around the greens/ fringe around the green, that the designer should vision these areas of being cut with a mower, safely. The more intense the angle, the more difficult it is to cut with a riding mower, without tipping over.
I do think the overall concept of the course is nice and has possibilities of being a nice course with refinements. I suggest that you work on it some more and try again. Learn the tools in the GNCD a bit more and watch some tutorials.

I will respond to this. I was not the reviewer. But if I were, I would not have approved the course. I have made a quick video that I will send to individual via PM. The video points out several key elements why this is not a TGCT approved course.
