When I go to flatten an area say like a parking lot and click it, it just raises or lowers the hills but doesnt actually flatten it much. Works just fine for a regular fairway for the most part really but not that or rough areas generally. It can sometimes get really out of control making huge mounds or bowls. What could I be missing? I'm playing on PC.

Ask this in the "Tips & Tricks" section under the Designers board, and you'll likely get an answer from someone who works a lot in the designer. I'm kind of confused by the situation you're describing, but maybe someone else can figure it out.

Sounds like you're using a very fuzzy (blurry) brush. Use the blue brushes with the sharpest edges for best results.

And make sure to use the blue brushes, not the red ones.

Thanks for the replies and sounds like were on the right track. All my brushes show up as red and I really can't see anywhere to make them blue or something like you describe. I assume this has been my issue the whole time. Working on a PC like I said before. None of the brushes i scroll through in the menu are blue though. Thanks again for the help!

From the main course editor menu: Terrain --> Sculpt Will give you the red brushes.
Instead, from the main menu, choose Edit Holes Then choose Sculpt Land from the carousel in the upper left. That will give you the blue brushes.

Thanks for that! I had watched a few tutorials but was mostly mucking up with the blue and red brushes and oh boy, was it frustrating not being able to find the appropriate tutorial to tell me what I was doing wrong! Can't thank you enough, this should help my course building go much more smoothly! Hopefully by my third course I'll put something together I'm really proud of and people can enjoy. About halfway done up my second fully custom one right now but there's so many new tips, tricks and ideas I want to create with. Appreciate everyone in the community taking the time to help out and offer their suggestions, I'll pass it forward.

The guys around here are very, very helpful. If you have a question, you can bet someone will be able to answer it. I can't help but wonder why the GNCD didn't come without any degree of contextual help or manual. Without the help of the broader community, it's really hard to figure your way around using your tools to full effect.

You need to use the blue brush. You may need to do it twice, i sometimes do.
