How does a guy that played 24 CC-A events with 2 top 10s and 6 top 25 now get's to play in CC-F? After playing in two beginner tournaments?

You give up your card to play on the BCT, if you decide you want to play the regular tour again you have to go to Q School so his score in Q school likely placed him there.
The rules state only that you have to wait 4 weeks before doing Q School again after dropping to the BCT. As long as that procedure was followed I don't see any issue.

and... he likely was using Beginner clubs then to get to CC-A or was in CC-A in previous iterations of the game. Regular tours now require Pro or Masters and this may be his jump to those clubs permanently. If he is good, he will not be in CC-F long.

Ohh and the beginner club tour is not for beginners. Those are simply dudes that want to use the beginner style clubs. If you see the winning scores there, you will see.

Or he may be struggling with this over complicated swing system. I was in cc-a last season but in cc-e this. Depends on the day of which server i get and The randomness of the swing tempo roulette is a joke.

Just for reference. I used to play in CC-B but then put the game down for 2 years. Just picked it up again and Q school put me in F. Could be that this player has done something similar ?
