I was always under the impression that wind speed was determined by the server, but now i'm not so sure. Everytime I playtest my course, the wind speed is very high. But if I immediately jump into another course, the wind speed is low. So that seems to go against what I thought about being determined by the server. Seems to be based on how the designer setup the weather in some way. So it got me wondering. If the designer uses say a clear weather setting, is the wind speed lower. I have a very high cloud setting on my course and the wind is strong, but Magnolia National (the course I tested this against since it uses the same Boreal base theme) has a clear weather setting and the wind is always low by default. Or could it be related to the Period cloud setting (don't even know what that setting does to be honest).
So does anyone actually know how a courses default wind speed is determined? Could be related to the fact that my course I am testing is unpublished compared to a published one? I'm not testing it in the designer just so you know. On a similar note, how is default wind direction determined as well?

The game randomly assigns the default wind based on some unknown factors (usually this is done based on the server's internal clock, in milliseconds, and is rumored to be some function of the course name). Wind is not the same for everyone, nor is it similar for anyone across courses.
For society events, wind is assigned to each shot in each round based on when the event was activated.
Basically, the game creates what is known as a "seed" which is a large random number, and then all calculations are a function of that number. If you knew the seed, you could create similar conditions across rounds/events.
The designer has zero control over wind, either direction or strength. This is actually a major point of contention between designers who would actually like to have this power, and the game creators who have not given us this ability.

Yes, for designers it is impossible to design for the wind as you don't know what the common wind is going to be. How you want a hole to play when you're designing it may end up different if you usually get a tailwind or headwind for it. The killer is not knowing what is coming.
