mine started @ about 16, with low scores @ pinelakes and black brook but has been drifting back and now into 9. ive played about 13 hcp rounds.
i think TGC will use HCP as a ranking system instead of the global index, thus HCP will be the indicator of golfing quality/ability etc, as it is in real life i suppose

Over in uk it's called "been a bandit", doesn't happen much what I've seen in club golf, more in societies where some haven't got an official handicap

Now that's just silly. You use handicap to level the playing field. If you're going to play under the handicap system, report all rounds. If you don't report all rounds, then you should report no rounds. I just wish there was a way to include non-rated courses in TGC in the handicap calculation. I'm the type of person who subscribes to the philosophy, "If you're going to do it, then do it. If you aren't going to do it, then don't. But don't do it halfway." I'd say, if you didn't report even one of your past 20 rounds, then we can play scratch. Oh, don't like that? Too bad. You'll get over it, I did.
