I have seen this on various courses and when I try to do it, they go through each other. I have seen some monument type rock formations where a rock is set on top of a pillar almost, have no idea how that was done.

In ground at the same elevation, the only way is to increase the size of the top rock larger than the one below.
When you see rock walls you are looking at sheer faces of vertical land that have rocks at varying heights. Try experimenting.with it. Select a rock and as you approach, the rock will climb the face of the wall. Wherever you leave it, it will hang there. Then you can put rocks above and below to look like they are stacked.
So all of the rock features you have seen have some land underneath that's been raised to some extent.

Watch this tutorial by colinmafia & just replace the ferns with rocks....
*note.. you can skip the first 1 minute 40 seconds as this is just the creator getting into his course....
