How about set up the event as a World Cup, with group stage and then knockout etc and say each match for example, England vs USA, all English and American participants play in a one round tournament, then all scores for each team are added together and divided by the amount of players for that team and bingo uv got an average, lowest score wins and gets the 3 points or will advance in the knockout. Just a suggestion This sounds excellent. You could seed each team too and spread the teams as fair as possible. So for example if you have 4 groups, each of the 4 main teams would seed each group. So America, England for instance would be separated. Could use the WGR and find the average player rank to see the top rated countries and make seedlings from that.

Each of the big countries with lots of players, such as USA and England, will have two sets of teams in the tournament, an A team and a B team. Other countries will merge together, for example Japan, Brazil and South Africa will form an International team. Players from Austria, Spain, Netherlands and Czech Republic will form a Central European team and players from Sweden and Denmark will form an all Scandinavian team. All matches will consist of players playing 36 holes each with all teammates scores being combined and compared to their opponent with the lowest scoring team winning and receiving 10 points, in the event of a tie, 5 points each.

Qualification tournaments will begin this weekend for the following countries, USA, Canada, England and Australia. The top 12 players from the first three of these countries will form two teams of six players. The Australian tournament has a lot less players so only the top 6 will get to represent them in the World Cup. In the event of some players being tied on a certain score, that would total more than 12 players, then those players will play an 18 hole playoff to separate them. If this still does not separate them then they will keep playing 18 holes until we have the final 12.

But I've also lived and been a citizen in the following countries, so I should be able to represent these too;
Peru Morocco China Sri Lanka.
Oh, and my mother is Scottish, so that makes me 1/2 scottish too

Due to a heavy tax season workload, I am going to have to withdraw my name. Sorry, this sounds like a lot of fun. Shame when work gets in the way of a good time.
Have fun all!!
