I don't design so I don't understand why designers do this. But why is there normally (98% of the time) heavy rough placed directly on the slope leading into a water hazard?
I feel the heavy rough has too much "catch" to it and balls destined for the water get stopped. It seems having either light rough or fairway lead into the water would be more realistic physics.

Likely for aesthetic purposes, however it can help make a course more forgiving for lower level golfers.

The GNCD automatically puts a strip of heavy rough at the edge of water whether you like it or not unfortunately It would be much better if it didn't but not a lot we can do about it atm. The ability to have green/fairway/light rough etc right to the waters edge is something that has been requested for ages but has either fallen on deaf ears or is simply not technically possible with the current unity engine
