Right now there are, off the top of my head, ten events where there is a side event on the PGA/Euro tours. These are the four WGC events, the Tournament Of Champions, The Players, and the four Majors. Note I may have missed something... Not sure how the Olympic event will affect things, either.
So as of now, one cannot earn a PGA/Euro card during these "minor" events. During the recent Tournament Of Champions the PGA had 100+ entrants I believe. With the top players away, but still deep fields, perhaps something can be put into place where a Web player on exemption could play a minor and earn their PGA/Euro card? Making the requirement to earn a card in those events harder than just making the cut since the fields are "weaker".
Let me put forth what I have thought up. It can be worded a little better, I know...
"In the case of minor events that play alongside invite (elite?) events during the same week on the PGA or European tours, a player must place in the top 25 if a cut is used to earn a promotion. If there are not enough players for a cut during a minor event, then a player playing on exemption must place in the top 30% of the field (number of entrants) rounded up to earn a promotion."
Keep in mind the 25 and 30% numbers are what I came up with and could be tweaked a bit.

Bob, how many of the top players typically participate in the non-minor events? I'm asking because top 25 seems pretty challenging if, hypothetically, only the top 10 players are missing. I like the idea though - that's a lot of weeks where no exemptions are handed out.
Honestly, I think I got my promotion too easy. I didn't play that well but managed to make the cut by one stroke. I think awarding only the top finisher of all the exemption players rough too though. So maybe relax that a bit to top 50 or top 40?

The criteria to make the PGA/Euro used to be making the top 40 after 4 rounds. But the staff is trying to keep the top tours full, so it is relaxed to making the cut right now.
