The word "legend" has become cheapened over the years because it's thrown around easily....but for Bowie, the word fit.

These rock stars seem to be passing away faster than Irving can create courses to honor them. Very sad.

I amire a lot of rockers from my era of rock. Primarily late 60's and 70's era ... while bowie had a few hits, he wasn't for all.
He was a bit too far out on the fringe of the normal rock gods. If normal can be applied to rock gods.
His glam rock look era, wasn't for all. He definitely didn't do much for me.
He was a musical sideshow carnival freak with a few hits, a clique group following.
While his music has a place in rock history, he was a star, but not a superstar. I would put him at the same level of Todd Rundgren.
Who also has a place in rock history, but nowhere in the top tier of British rockers of the 60's, 70's or early 80's.
This doesn't mean he was not great for some, but most of his music was a required taste.
And only had a couple of songs to make #1, and not many more to get into the top 10 list.
He did seem to have a few greats that seem to have spanned the decades of time.
But will never reach the top levels of rock like , Zeppelin, Floyd, Stones, or Beatles.
One thing you can give him superstar status for, is he has contributed musically for 40 years. And like his music or not, he did experience all aspects of rock. And played up till his last released album, days before his last breath.
