Same rules for late registration on true sim as normal tours. Just click the submit score link and it should take you to registration.
Just be aware that the Tournament of Champions is invitation only, so make sure to play the SA Open.

If I play on the CC Tour can you still play on the TST as I read somewhere you can only play in 1 tourney per week?
