Believe it's to easy to earn a pga card at the moment...
what at about needing a top 10% finish to earn card, and top 30% percent to earn another exemption? Might give somebody like myself incentive to use an exemption without the fear of earning a card when they really don't deserve one.

Think you might be surprised - the cutline on the PGA has been very competitive season 2. Not nearly as easy as it was last season - if you make the cut you deserve to be there.

Disagree... look at how the real pga handles exemptions.
And I am your perfect example.. I would have made the cut this week on the pga tour using my exemption from week one... but I shouldn't have a pga card.. i make the cut on that tour maybe 20%

Yes, but the PGA also pays out in real money so doesn't have to deal with its members leaving the game like we do - so we are going to keep the tour full and this is one way to do that. If we find they're too full we'll bring back our previous benchmark which was top-40 and top exemption but we're not at that point yet.
