Guys we recently loosened the promotions rules, and have not updated the site yet.
Sorry for the confusion.
Effective tonight when the tourneys close:
For Pro Tours & Web: Make the cut as an exempt player and you get a card. For CC: Top 3 or any exempt player within 10 strokes of the top exempt player. For CCZ: Any player that shoots -5 or better will be auto-promoted to CC-E.

That's good news. I was anticipating a real fight to earn a Web tour card as I believe the previous rules were only the top sponsored player would earn one.

These are pretty fluid rules as we tend to adjust them to control the flow of players into the higher tours. Once they are full we generally will tighten them up. PGA is the only tour currently getting close to max fields each week so we'll keep it as is for now.
