I thought that if a player did not submit any round scores after round 2 was revealed that they got taken off the main leaderboard and put onto the players still to tee off board. Correct? Currently on the tournament for CC-E (Bobby Lutz Charlotte Cup) I see 18 players who have not submitted any scores and are on the players still to tee off, but have not been removed from the main leaderboard? Thanks!

That is true for PGA, Euro, and Web tourneys as they have a cut after round two. CC tourneys have no cut, so players have until the final deadline to submit scores.

Yea, but their is still round advancement for CC right? Round 1 revealed on Tourney Date, Round 2 on Tuesday. I don't think they would have a seperate board that didn't do anything on the main leaderboard page...

I would venture a guess that its coded that way universally, and not for each separate tournament. I could be wrong, though. I started out in CC-A, so I do remember that you could submit scores for any round right up until the final deadline. Have not read anything to indicate that has changed.
