DQ's - Info on W28 and changes to policy

For w28 we are resetting all DQ counts to 0 and giving everyone a free pass this week (DQ's won't count towards 2 strike policy).  We are not adding a WD link for XB1 users - the DQ is ok to take.

We are also scrapping the 5 DQ's in a row and 8 DQ's in a season policy that previously had you lose your card. 

We are just going with the 2 DQ's in a row=1 week suspension policy from here on out.

All good, but why?

Should be some dead meat on the top tours that would fall out due to this rule already and there is no lack of hungry webbers that want a shot at the big show?

To me signing up and not playing - or even worse playing but not posting - is a breach to the behaviour code that want us to behave in a sportsman like manner and that sportsmanship and self-respect are pillars.

Should be no reason for the tour to entertain that behavior or carrying non active members?

So I suspect technical/work load issues?

Just curious why that if everything is reset to 0 as of week 28, I have a big warning in red letters that I have 1 DQ?
The only one I haven't played is that week, because it is impossible for me to play with the right control stick.
