I have 18 holes finished for a new course, but I'm looking for feedback on a few holes.

This is a picture from the tee box and backwards from the green on the 1st hole. It's a Par 5, hitting across the water to a diagonal fairway, split down the middle by a hill before curling away to the green. I have a few problems. #1. I'm had intended for players to choose between the high fairway and the low fairway with the low fairway being easier to hit from the tee, but the high fairway being riskier to hit but providing a closer shot to pin, but right now I don't think it is worth hitting the high fairway. Is there a way I can reward the high fairway that anyone can think of? Should I scrap it all together? #2. I would like to add rocks going down the fairway on the hill in between the two fairways, however while aesthetically pleasing, I think it would be too difficult should the wind carry it into these rocks. Any thoughts? Need more pictures? They're kind of hard to see. Attachments:
