The first one is coming up soon...the week of Nov. 4. You can see the Promo events on the Platinum schedule on the TGCT website.

Only a couple months of the schedule are in the system, in case a new game comes out, so we're not sure when the next would be. However, if the current situation remains as-is and we stay on 2K23 for a while longer, Promo Event #2 would likely be in January.
