I always struggle trying to re-create bunkers from what you see in OSM and Google Earth, but I've found a way to do it that is pretty accurate.
Using an app called Stealth you can make 2K23 transparent and overlay it over Google Earth to make the bunkers super accurate. It's a little fiddley but I use a small shape and click around until it looks like the underlying bunker from GE.

Couldn’t you use these apps to do the entire course, green shapes, tee boxes, fairways, etc? Assuming you scaled it correctly.

Yes, you certainly can and I’m using it to make sure the fairway splining is correct as well as green sizes and tee boxes.

I've been using peek through since 2016. Unfortunately the editor doesn't let you make details small enough to perfectly replicate small bunkers. A lot of what I do is finding the right brush to cheese the editor. It's time consuming but you can get decent results.

Wouldn’t it be great if the spline was 0 in size and where you put the spline was where it filled without merging it all together.
