Does anyone know how the game figures out how hard the ball will hit the green? A lot of the time on second shots I ignore the tempo and intentionally fast or slow the swing trying to get the ball to hit the green at a certain speed.

Tempo is not part of putting. % of total swing determines how hard you hit the ball.

I think he's referring to approach shots landing on the green. I'd imagine it's a combination of club choice, green firmness and speed, and any wind.

I imagine how hard the ball hits the green depends on how fast it's going.
But ball trajectory / spin, landing area and green firmness / speed are more important on how a ball will react when it hits a green.
