Are you laying down your own fairways or working with what the game is giving you? Because that fourth picture kind of looks autogenerated, which is maybe the quickest way for your course not to get approved on the site... I dont mean to come across as rude or telling you what you are doing is wrong, because I cant tell from simply 6 pictures, just trying to be helpful from what I have seen that is successful on this site. I would really recommend Canucks course design 101 videos which are a quick way to just become familiar with the tools rather than trying to learn on the fly (found in Tips and Tricks thread). Just to give you an idea, tour level courses probably take nearly 2 days in game time, so they are huge time commitments and I have huge respect for designers. Best of luck in designing!
