I'm finishing up my third course and it makes me think of an old quote, which I will paraphrase:
"The first 90% of building a course in PGA2K21 takes roughly 90% of the time. The last 10% of the work takes the other 90%." ;-)
Before I release a beta for my new course, I made myself a checklist. I figured it might be helpful to see if others do this, and to compare lists! Here's mine (items are in no particular order):
- Check all sight lines on both tee shots and shots to the green. Are the fairways visible (and inviting)? Can players see the bunkers? - Ensure that each hole is memorable in some way - What happens if players hit an errant shot? Look for potential issues - Make sure all bunkers are properly sculpted - Test holes with different wind speeds and directions. Are the holes still playable? - Check all pin placements. Is it possible to get close? - Make sure tee boxes are flat and have benches, ball washers, etc. - I moved the sun so check for shadows, especially on tee boxes and greens - Double check my planting. Does it look natural? Make sure there are no floating trees/bushes/grass. - Check green sculpting and slopes (make sure greens are fair, but challenging -- add more undulation where necessary) - Put in strips of fairway on water holes (for drops) - Make sure all fairways have rough, and the widths are consistent - Make sure the course is actually walkable. Add bridges where necessary. - Make sure the edges of my bunkers don't have that stone looking texture. - Make sure fairways have some texture/slopes - Add restrooms? Cart paths? Other facilities? Finalize look of clubhouse, parking lot, etc. - Put in fences along steep(ish) cliffs that are near the edge of fairways or greens - Double check OB areas

I actually have a page with 18 boxes big enough to write 1,2,3,4 in each box. Each box is numbered 1 to 18. These are for the pin positions and I put each pin location in the box. If pin 1 is front centre then I put a 1 in box 1 at the bottom middle. That way at the end I can check I don’t have to many pins in the same place on each green.

Pre-publication checklist
This is a checklist of many of the common things that are worth running through BEFORE you publish... saves on any unnecessary embarrassment when your uneven tee box or floating tree just behind the 18th green are broadcast for all to see on YouTube
1. Check you have the intended number of holes (9 or 18) 2. Check all edges of fairways and greens for sharp undulations 3. Check that your fairway starts near enough to the tee for all wind conditions 4. Check fairway-to-green transitions to make sure surfaces line up 5. Check each green has 4 pins 6. Check each pin is ‘Legal’ - no pins on orange/red slopes - and ideally only on green ones 7. Check that greens are playable on all pins 8. Check for any (unintentional) floating objects e.g. trees, rocks, waterfalls 9. Check cart paths for sharp slopes or unnecessary twists and turns and that they join to any bridges they cross 10. Check you have the number of tees that you want 11. Make sure all tees are on an intended surface eg. Fairway/green and that each tee box is completely flat 12. Check your waypoints are placed so that the golfer is presented with the intended club choice - such as a driver, on a par 4/5 13. Check that the immediate areas around your course are either hidden/planted or intentionally left empty 14. Check you’ve not left any auto-planting too close to playable surfaces. 15. Check for multiplanted grass in light rough, fairway or green 16. Check you’ve sculpted your bunkers 17. Check your views off the tees and from the main approaches - avoid unjustified blind shots and keep blind shots to a minimum 18. Check your bridges / fences / retaining walls join up and are positioned in a way that make sense for the landform they are on or in. 19. Check your water table heights match if you’re using multiple ones joined together 20. Check stray edges of water tables that may be protruding outside the main water body. 21. Check you haven’t lowered some land down to reveal water where not intended, e.g. in the bottom of bunkers next to a lake 22. Check there are not too many objects close together with same size and orientation e.g. a line of trees / bushes all the same height and rotation. 23. Check the par of your course is what you intended - easy for a par for a hole to change if you had to move the tee box or the green waypoint 24. Check you’ve selected your chosen backdrop 25. Check your weather settings are as you intend 26. Check your lighting - time of day / inclination / orientation (remember a user can select the time of day but not the others 27. Play test on all pins from all tees with opposing wind conditions 28. Check that any elevation changes are as intended 29. Some users might put test surfaces down somewhere or test tree plantations - make sure these are removed 30. Check your surface textures are as you intended... nothing worse than testing out a different rough texture last minute and forgetting to change back 31. Check any ‘out of bounds’ areas you set - make sure none are encroaching onto playable surfaces

Only list I use is a pin balancing sheet. Then I kick it out the door because I'm sick of seeing it, and claim that "the land called for it" if anything looks odd.
