By semi finished I mean the initial exported course from Chads Tools to TGC 2019 that has no trees, buildings etc. The only things present are the golf features (trees etc to be added later).
1. Should I edit it in TGC 2019 or export it to 2K21 and edit it there? 2. How do I send a TGC 2019 course to 2K21? 3. Is Lidar accurate? If I've never played on the real course, is there a way to find out the accuracy of the Lidar data?
I've semi finished a course but when playing course in TGC 2019 it seems a bit flat. There are places just outside the golf features which are quite bumpy, so if that's what the Lidar data represents, I've just got to take it as gospel. There are a lot of out-of-bounds areas (not added yet). Maybe that's why it is a bit flat

Questions 1 and 2 I've worked out. Seems just Copy & Paste from 2019 Courses folder to 2K21 Courses folder Question 3 does not need answering as not important

Editing in 2k21 is preferred if you have no plan of playing the course in TGC 2019.
The accuracy of the lidar data should be stated in the documentation of the survey and classification process. You want lidar data that are finer than 50cm vertical. However, the game engine only has about a 2 sq m resolution, so regardless of how fine the resolution is, any abrupt elevation transitions can result in odd terrain rendering.
Flat areas would indicate that you masked out these areas during import and/or do not have the underlying lidar data.
