How exactly does putting "tempo" work in this game? Are putts deemed fast/slow (with a red power percentage) if you go sufficiently over/under the appropriate power % for your marker, or does does downswing tempo actually make a difference? Putting power was solely based on how much you swing in the previous game (with no concept of fast/slow putts), and I'm having a relatively difficult time adjusting to this new concept. There have been times when I have 4 putt from 7 feet for double bogey because I hit the putt too "hard" every time -- not to mention the fact that it is almost impossible for me to get perfect "tempo" on long putts. It also seems like the fast/slow effect is exaggerated compared to the power % reported, but this may be by design. I'd appreciate any explanation on this putting mechanic!
Edited to add: I have heard people talking about using haptic feedback while putting, but I use a mouse so that technique may not apply to me.

After doing some of my own testing, it seems that slow/fast putts are based solely on whether you hit with too little/much power. It is kinda annoying that they exaggerate the slow/fast effect (even when playing with Distance Control Assist off) unlike the previous game, where power linearly increased with length of back swing. Any suggestions for how I can judge the size of my back swing in order to avoid this? This wasn't at all a problem in TGC 2019 because there were no "slow" or "fast" putts.

I do not think there is a putting tempo. It's all determined by the swing plane, all else being equal. If you look at the meter during a putt, there is no markings at the top for perfect, fast, or slow tempos.

Everybody putts differently. I’m not an expert and far from one but learned as I played more and more rounds.
The vibration doesn’t bother me as it does others. I have done both with and without. Once I figured it out putting without is actually more realistic. It is all feel.
But if you use vibration do a few practice swings and feel where the vibration is and then pull forward right before you feel it. If you feel it then you are going past the hole..
Then speed is the other factor.
Look in the hud and a number like 163 will show. The higher the number the faster the green speed and then you have to adjust your backswing.
These are the basic speeds: Slow is 119 Moderate is 144 Fast is 163 Very Fast is 187
Putting on very fast is actually not too bad as it cuts through the break and just adjusting and getting used to it will make it easier.

Thanks for the replies! It probably is just placebo. Putting was one of my strengths in TGC 2019, but it is my main weakness in 2K21 because I cannot get a handle on putting strength. I have gotten better at it as I play the game more and more, but occasionally I completely lose all sense of timing and power while putting. Can't really complain, as I am doing pretty well so far -- will just fake it till I make it.

Can't really complain, as I am doing pretty well so far -- will just fake it till I make it. In 2019, I adjusted the camera to be slightly higher specifically for putting. Then I figured out if I brought the putter back to my instep, how far it went, if I brought back to just outside my back foot how far did it go, then you need to understand the effect of the different green speeds. Maybe try that. I use Haptic in current golf game.
