I am really struggling in Promotion Event #2. Does anyone have a tip on how to judge the wind speed?

25 mph is a full wind meter.
12-13 is half.
Make estimates based off of that

I understand that totally. However, in the Promotion Event, wind is only shown by the arrow. The wind speed is not shown. Any ideas?
