If all you are really interested in is being able to design on the go or have another outlet because your console is occupied, then get the game on Stadia.
Some Pros:
-Keyboard and mouse support, or you can use your DS4. The interface will adapt accordingly.
-No need to download the game or any updates. It runs in the cloud. One of the main features of cloud gaming is that you don't need a high end PC to be able to play.
-The game is more stable on Stadia. (I play on both Stadia and PS4, so can confirm) I have over 360 hours on Stadia and the game has only crashed on me twice. On PS4, the game crashed has crashed on me at least 10 times already and I don't think I have put in 20 hours yet.
-There are no additional fees to play on Stadia other than purchasing the game itself.
-you can also play the game on a phone or a tablet. This happens to be one of the few AAA games that is playable with touchscreen. Not so much for the designer, but for the actual golf itself.
Some Cons:
-small population. I am convinced that if I go into matchmaking that I am literally the only person in the queue.
-Societies are small, the most active society might have 20 participants...even the PGA Tour 2k society.
-requires an internet connection. No internet, no play.

Currently there are 2 completely free to play games on Stadia that the entire world can play as long as one just has a google account. (and probably a credit card, even though they are free). One of them is Destiny 2.
I recommend trying out Destiny 2 and see how it performs. If Destiny 2 performs well for you on your laptop then no doubt you will be able to play PGA 2k21. The other thing you can do is purchase PGA2k21 and just get a refund if it doesn't meet your expectations. You can play for up to 2 hours before the refund option goes away.
