After having an under par first round for the first time I decided to try to not use full swing power to try to get the ball closer to the hole. However what happened was a lot of very long fast swings and I ended up making an 80. How can you not hit 100% and still not end up with a max fast swing even though you finish the swing stick fully forward?

If you want to hit less than 100%, you should bring the marker back a bit first. This will make the backswing animation slow down accordingly, so that (in theory) you'll have for that partial swing the same timing of a full swing. Clubs with good distance control attribute may also help by allowing for a larger point-of-transition window.
Obviously this is easier said than done, especially in the 90-99% range. Personally, I only use partial for pitch shots (which have a slower tempo anyway) and sometimes splash shots (when I'm in a bunker but too close to the flag for a full swing), while I use shot shaping to take away distance in every other situation. Very rarely I also happen to go for a 95% drive as a sort of "fairway finder" or on drivable par-4s, but I see no point in doing that as your go-to shot (at that point you'd be better off simply using the TaylorMade driver with max forgivness).

When you set intent to less than 100% every shot's tempo will shift left, and the amount of shift continues to grow the more you decrease your shots power. There are 3 solutions: 1) Aim further right. 2) Try and hit a "slow" tempo. 3) Always keep your power at 100% while trying to use Avatar positions and hit a partial. Keeping power at 100% will give every shot the same down tempo; not to be confused with start to finish time of a swing, aka, splashes and chips will still need a longer animation, however the downswing tempo timing will still be the same if at 100% intent.
Step 1 would be my choice.
