I have a WIN 7 machine that has run 24/7/365 for 8 years (weather station) - HOWEVER - I can no longer play games no it unless it's checkers.
SO - what kind of graphic card should I look for and any other advice you can give me. I play MOST games on a PS4 so it's not really a "gaming" computer. What should I look for. $1000 range
Opinions?

Higher number.
GeForce has three series currently, GTX10, GTX16, and RTX20.
1050 1060 1070 1080 1650 1660 2060 2070 2080
The Ti designation means double the amount of video RAM. So, a 1060Ti has double the RAM of a 1060.
Max-Q is for mobile video cards.
GTX 1060 is about 2+ years old. I got mine in December 2018 and it wasn't new, or top of the line then, but the 1050s were more mainstream and the 1060s were a premium.
Now, 1060s are a standard gaming card, the 1050 is a budget gaming card and the 1660 is premium.
A machine with a 1660 will run you an extra $200, approximately.

I'd go with a 1660 at minimum. If you can afford it, go up to a 2060.
2060 will get you a lot more bang for your buck, for only $50-70 more. If I was planning on keeping the pc for 8 more years, I'd go with that, so it will get more use for your money. over time.

By the way, what software and hardware do you use for your weather station?
I've have a system that tells me temp and humidity only, for four different locations on my land, and I love it. I've been toying with going a step further, and setting up a homemade weather station. I've thought about using a Raspberry Pi that I have laying around doing nothing for it, but haven't got further than that.
Any recommendations, that would be budget friendly? the already made stuff I see online is way out of my price range.

The PS5 will be much better value for money as getting an equivalent PC to the PS5 will cost you around £1200. Apparently it will be able to run certain games at 120fps and everything at a minimum of 60fps. This is only going to cost between £400-£500 most likely.
