Another steam problem

Here we go again, same problem as I had 2 weeks ago.  When I start Steam, it tries to "update steam information" and then stalls.  Last time, the problem corrected itself the next morning.  Hopefully it will again.  But if not, how do I contact Steam.  It I go to www.steampowered.com, it won't allow me to contact support unless I validate the email that they sent me.  But the problem is, even though my email address is listed correctly, I never get this email, so I can't validate, and therefore I can't contact steam support.  Anyone have a phone number for steam tech support.  This is really annoying.

Once again, it resolved itself. But I'd love to know what Steam is doing to cause this. Maintenance probably, but you would think they'd tell us something
