This game frustrates me to no end. Everytime I have a perfect number approach, somehow, every time my downswing is "slow". Then the next swings are always perfect/perfect. It's like this game is allergic to giving you props for a well executed swing.

Xbox unfortunately has inconsistencies with tempo. This isn't just going by my own experiences but the experiences of many here too.
I have tried to understand what this might be, or why it's more likely to happen at certain times but for the most part there isn't any significant pattern.
However, there is one thing you can try because this helped me 'slightly'. Adjust your camera (right stick click or left if you swing with right stick) before taking your approach shot. Usually par 3's or approach shots are far more likely to be near surrounding water or graphically enhanced objects that simply drain computational resource and lead to more swing inconsistency.
Try a camera that gets the least amount 'in view' as possible, you'll be amazed at the slight difference this does actually make.
