Wondering what guidelines designers use to determine the minimum distance from tees to beginning of fairway. With beginner clubs and heavy winds what is the distance of a driver? Should this be consider for all tee colors?

The beginner club driver hits about 250-odd yards, I don't know how far it hits in high winds. I normally start my fairways about 180 yards from the back tees, but I think 200 yards would be my limit. You can take into account how elevated the tees are from the start of your fairways as well.

No more than 230. I usually start at 190-200. In very high winds, master clubs driver only goes about 250 if you hit it good. Players clubs more like 220. I remember the IRL PGA tour pros complaining about Bethpage back when it first hosted the US Open. On a few holes, shorter hitters could barely reach the fairway and not at all into the wind. It's something you don't want players to complain about so err on the side of caution here.

It'll depend a lot on what clubsets you're designing for from your back tees. If you're doing a PGA type course tipping out at 7,800 yards, you probably don't need to worry about beginner clubs from your back tees. If you're designing something under 7,000 I'd definitely consider beginner clubs from all tees. But, as a general rule, I tend not to leave any more than 180-210 yards from the back tees. Just makes things easier, and gives options for layups off the tee if the player is so inclined.
