So the handicap system has me confused, what do the two numbers (ex: 77/71) mean in the upper-right-hand corner of the course details?

The million dollar question. It’s a rating for the course but seems to be a highly tightly held secret how the come about. IRL golf they are what a scratch golfer should hit and a normal duffer should hit. Here? Unknown. Higher means harder. That is pretty much all anyone knows

Those numbers mean nothing because its a video game with unrealistic scoring.
But to answer your question they are course rating and course slope and are difficulty ratings for scratch and bogey golfers. The course rating is an expected score per 18 holes for a scratch golfer (they calculate this based on an average). The course slope is a difficulty rating for a bogey golfer but is not measured by an 18 hole score. It is a rating from 55 (easy) to 155 (hard). It is calculated by taking the difference of the averages of scratch/bogey golfers and then multiplied by 5.something. There is a different multiplier for women. Slope is a USGA thing that really is whatever.
In all honesty, for anyone that looks at course ratings/slopes (IRL), it would tell them how difficult the course is playing tee to green and the level of course management that will be involved (at least that is what I look at it for).
The unrealistic numbers shot by nearly everyone in this game combined with the fact that TGC doesn't take into account different tee boxes and club sets used makes rating/slope useless. I honestly do not think they even calculate them correctly anyway.

Give me a hard hard course and my handicap will go down ( meaning get better). For me handicaps are like WAR in baseball. Gives you a vague idea of a guys skill. AT THE MOMENT

I honestly do not think they even calculate them correctly anyway. Handicaps are incredibly meaningless in this game. I suppose they give a general parameter of a player's skill; but not really. Sometimes I'm a +20 and sometimes I'm a +55. All while basically playing the same level of golf. Reason being is what you said above with the different tee boxes, club sets not being factored in. Also there will be a course rated like 77.0 with a 60 slope. Not possible. You can shoot a -10 score from 5000 yard tees and a -10 score from 7500 yard tees and the handicap will calculate those -10 scores as being the exact same toward your handicap. Stupid. Not to mention there are some courses that are rated way off in my opinion. Like sometimes I'll play a course from the tips and shot -12 and it will only go in as a +16.0 and other times I will shot a -7 and it will go in as a +50.00. A bit silly.
