Just play a match where it was raining, and I wondered- Does rain in the game slow it down any, or is only cosmetic?

IMO it has minor effects, but it also can slow down your FPS.

Rain doesn’t directly affect gameplay, though often times the designer/tour director will make the conditions softer to mirror what would happen irl.

I think in TGC2 it had effects but now like MLB The Show it’s cosmetic. As Kess says the designer can make it more soggy but that seems to be it. Sad

Maybe its in my head, but I find putts break different. Like the beginning of the putts when the ball is moving faster have less break than on dry greens but the last 3 or 4 feet have a normal amount of break, so the overall shape is different. I find it's easier to do a sort of chadputting ram it in the hole attempt with rain than without.

Weather is completely independent from gameplay. A course with very firm/187 greens will play exactly the same whether there is rain or noon sun.
However, many designers will use rain as the default weather if they design a course with softer/slower greens. Or an event schedule may indicate that the greens are softer/slower for a particular round by setting the weather to rain or overcast
