Can they change based on the actual number who submit cards or is it set when the numbers are all submitted before the tournament?
Im around the cut line in web.com but see about 80 people haven't posted so wondering if 150 cut line will change to say 120?

No. The cut line is based on the number of people registering for the tournament, not the number who submit rounds.
