my theory is if 5 get relegated from flight C as example then 5 from lower flights should go into C you take the winner those got 5 promotions first more than relegated all still get promoted you adjust next week taking less than what demoted.
If you still need numbers then it goes from highest finishing that week tournament till slots taken needed. If there 4 tied you could either promote all do count back similar to how you find the winner. This would be regardless how many promo marks although you could in theory decide only players with promo marks qualify for this so those who likely good enough get rewarded.
This would create balance promo relegation system and be flexible.
