Is my only option to keep hitting until I hit the max shot count for that hole? This happened to me in Round 1 of Q-School (yay) and I had no idea how to recover.

I think you can always take an unplayable lie if you don't try a first shot from the rocks. You go back to the position of your last shot (like an O.B.). You just need to do it before you realize you're stuck
