If a person wins three tournaments on the Web.com or Champions tour, is that players promotion to the next higher tour optional, or mandatory? The Tour Membership section in Rules and Policies didn't state it one way or the other, so I was curious.

Oh heck no. I'll never win a tournament. But, I do look forward to any and every exemption I earn as an opportunity to progress.
My question was more in regards to folks that might not be as eager to move up, and the impact that could have on the tour members that could very well expect them to move on.
Let's use Doyley as an example.* Let's say Doyley decided to try Q-School using his feet, and ended up on the Champions tour.** Realizing the great foot experiment was a bust, he went back to using his hands, and his game returned to form. He would likely contend every week, and win a good chunk of events... earning exemptions as he did. But he chooses never to use them for reasons only he knows. (or he doesn't know enough about what they are or how they are used) At some point, is Doyley forced to move up to maintain the competitive environment on the Champions Tour?
* This is not about Doyley, I'm just using him as an example. ** Yes, I know that's ridiculous... I'm just trying to make a point here

Pub this is a good point. I think now with the flights coming you would think that a person who wins would automatically be moved to the next flight in their tour. And if, like you said, are dominating the lower tours then they should be moved up. How many wins though and by how much is the question.
But I have a feeling with the flights this should be less of an issue going forward. I think the talent level should be spread out a little bit better

The impression I always got was that 3 event wins = field promotion. I don't recall there being any voluntary element to it.

Battlefield promotion (3 wins) is mandatory move up
We have decide to make it optional - mainly due to the fact that late in the season it would be undesirable to move up if you are close to winning the season. All battlefield promotions will be processed at the end of the season at which time it'll be a mandatory promotion.
