Implement different deadlines for R1 and R2 submissions

Hi guys,
It is my considered opinion that there is a decent sum of people who wait until the last 48 hours to submit any round(s) because they are practicing and/or are a "wind waiter". While we can all do this, I find that for a majority of the community that plays their rounds in a fairly routine manner, I find the ability to complete 2 rounds from the 1st Saturday (considering the 2 extra days we get without the ability to post) until the following Friday to be a distinct exploit that can be used.
With the clear fact that TGC (The Game) allows you to stop at a tee box (I've never had an issue doing this when the 5 kids or wifey need me, despite what some will claim) when you properly Exit the Game and not just shut off your system, and that a round would take 45 minutes at the longest, I find any claims of "I can only play on the following Friday because..." as fleeting at best, and challenge you to prove you could be any busier than myself (self employed Dad of 5) or anyone else here.
I propose that R1 scores be required to be submitted by Tuesday, 11:59 PM, and Round 2 scores will be due by either Thursday, 11:59 PM (moving the current deadline(s) up by 24 hours), or keep it at Friday.
With 3 weeks of sample sizes thus far, seeing how many people finish their entire Week (make the cut or not), there's few individuals this would adversely affect, and those who officially end up in the uber-practice/wind waiter category of why they aren't submitting rounds are mildly inconvenienced. I also feel that this improves media coverage by those who do it, because there's more data to gauge on during a Tour Week because people are required to submit rounds, and lastly anyone who truly is a busier individual who would wait until they are closer to the R2 deadline can make a more informed decision on whether to proceed playing the last two rounds with less risk of it turning into a 60-90 minutes unintentional practice session. Where I love playing the game, I value my time (and yours) that if I'm playing in the Tour, it's because it counts. Feel free to cue the Allen Iverson "Practice" video here, that's my stance.
The point is simple: We've shown we (as a Majority) have the time, and have met R2 deadlines with relative certainty. There may be times (hacks of systems) that we cannot, but if all is good, we can get 18 holes done within a 4 day window, and 36 holes done within a 6-7 day window. We can't stop the wind waiters, but we can narrow their window and have them make quicker judgement calls. In my opinion, for someone like me who will play when he actually can play, it at least provides the potential for the performance gap to be narrowed, because more people may decide to play in 5-9 MPH winds because they can't afford to wait for their usual 0-3 MPH window.
Not to throw Tim under a bus, but he already agreed last week that the pattern is already forming, and that there's some merit to the above suggestion. I'm now requesting it be formally implemented going forward.
