This is what I see happening. When I start a round by myself. (Not in a society) I can select to play with or without the handy-cap scoring, I choose without. If you choose with, there are white dots in some of the scorecard holes markers. When handy-cap scoring is turned off those white dots are not present.
Now I can start around with handy-cap scoring turned off (no white dots on scorecard). I stop playing in the middle of the round and come back later to finish. The round is now being scored with the handy-cap setting (white dots are now present on scorecard, I changed nothing).
I thought that when a round was started no changes could be made to it. You can't change clubs, clothes, pins etc. Any ideas?

It's a known bug that resumed rounds revert to handicapped scoring.

It's a known bug that resumed rounds revert to handicapped scoring. Thanks for the info much appreciated. Hopefully they can correct for 2019 release.
