Friend of mine is about to jump into designing and has a question. He see's Heavy Rough from 60% to 90%. Can a designer say how bad a rough is? Or is it random? Why can Light rough be the same as Heavy rough percentage-wise

The percentages are random, and there isn't any way to change likelihood/ranges of bad lies other than just using a different surface. It's rather unfortunate, but hopefully something that can be addressed in TGC3.

I wish we could determine the rough thickness, but it's not something we can do currently.
Anecdotally (which is to say there aren't any studies supporting this), the heavy rough surface that designers lay down is usually more penalizing than the bare terrain. You're seemingly (again, not scientific and might not really be true) more likely to have a terrible lie (those 52% ones) when you're in the lush green heavy rough.
In TGC2 courses, I don't typically lay down much heavy rough, instead choosing to make extensive use of the natural terrain, but that's always been an aesthetics decision. My courses in TGC1 (with the exception of Hylan Park) featured lots of manual heavy rough.

Of course everything changes soon LOL My buddy will get his feet wet and BAM - all new interface in 6 months (or more)

Wow, that was a rough question!
Haha, just kidding.
Well, even though the interface is changing a bit, his time spent in the designer right now will not be wasted, because it still takes a good deal of time to get used to the tools and how they work, so all of that time is beneficial practice IMO.
We're always happy to have new folks in the design community!

Yes any beginning in the designer is a huge step and and all time spent is a learning process trust me ... we all started somewhere some of us still suck at designing after hundred of hours spent doing so myself mainly but others seem to come from nowhere and have a great talent for it. I highly encourage anyone interested to hop in with both feet and try things out. Watching Eric and Griffs streams on designing helps tremendously as well.

others seem to come from nowhere and have a great talent for it. I tend to think it's just that some people don't publish their junk and wait until they have a good handle on the tools. I also think some people have a lot more free time than others.
