Cut at 35, followed by demotion at 25.

Assuming you mean demotion strike at 25, I agree. The removal of the cut has removed a lot of the edge.

Am assuming the double strike would be 51+ still and would be exclusive to those missing the cut?
I do miss a cut line. Seems like the World Tour is almost a high ranking CC Tour with no cuts. Make it a soft cut at 35 like you say, but then a movable and yet higher up harder strike line at 25th, 30th after all four rounds.. something like that.
I could get on board with that.
