The third round there is a wind glitch, first its shows 16-17 mph then the next shot hole it shows 2 mph and the shot goes way right.

It's a well-reported bug.
Probably safe to assume that if the wind was 16-17, it ain't gonna drop to 2, so treat it as 20. But yeah, they need to fix it for sure.

Just to clarify, this is an HB issue not a TGC issue...nothing we can do here on our end.

Yea, it's a UI bug where the width is not big enough to hold the 2nd digit... so it's 20 something :-)
