See below. I've tried using smaller spline lines as seen in tastegw's video, but it just makes it worse. The terrain is completely flat. I've even tried using a brush to no effect. Thoughts?

Are you creating the small splines too far away? If brushes are not working try flatten the area with the red brush too.. hope this helps

The heavy rough width in my Course setting somehow got bumped up to the max setting. I turned it back down and it resolved the issue.

Going to copy/paste what I posted in the HB forums regarding this a couple of weeks back. The squiggly light rough is an issue that dates back to TGC1 but, alas, was not rectified in 2. Happens when heavy rough is applied over the light rough texture, either manually or auto-gen.
Good news: There's a workaround if you want to give the appearance of your light rough blinding into manually applied heavy rough. Bad news: It's not as simple as laying down a couple of pieces of heavy rough.

So the workaround is this. When you lay down heavy rough, grab the circle brush (or D brush from page 4, using the rounded edge) make it relatively small and essentially trace around your light rough.
You'll notice the game automatically puts a very thin band of heavy rough around your light rough to aid in the blending, so you'll want to put your round brush just outside that thin band when you are tracing. Takes a little trial and error to find the sweet spot. Too far away, you'll still have some bare ground between your light and heavy rough. Too close, and you'll get the squiggles you were trying to avoid in the first place.
If you have auto-gen plants & grasses, you may need to go back in and do a "clear generated objects" around the light rough to get rid of any stray grasses or plants that may pop up between transition between light and heavy rough.

I've gotten some of this too, and I have not laid down any heavy rough. Sometimes I can fix it, and other times, I just leave it.
I've decided that I don't really care enough to spend hours doing and redoing for this minor flaw that doesn't affect how the course plays.
