A fully lofted 3i goes around the same distance as a non lofted 8i. All other variables being equal, will the 3 iron have more spin thus less roll out than the 8 iron?

No. It's just coming down at a steeper angle due to the extended loft.

It will have less roll out but its much harder to control the accuracy and distance of the shot.
