This is part of the new system to make rating courses less subjective on the part of the raters. From what I understand, there are three ways to have your course rated now: 5 Star, TGCT Approved, and Not TGCT Approved. It is meant to separate great courses (5 Star) from good courses you would play again (Approved), and those from courses you wouldn't want to play again.
