I understand that it is illegal to chip on the green surface in this game yet in real golf the rule 14.1 states a player may use any club from any part of the course.
Before anyone disagrees check the rules yourself.

It has never been against the rules in real life but it is seen as very bad form, that's why you don't see many if any doing it. Not only will the greenskeeper eat your lunch but your fellow players won't be too happy following you onto that green that you just took a big divot out of.
I would take it that is why it is not allowed in these tournaments, lot's of players would use chipping on the green when in real life it very rarely ever happens.

We are aware of the rule of golf that allows chipping on greens. To summarize the reason we do not allow it on TGCTours:
Golfers seldom chip on the greens in real life because it is much more difficult than putting. It only seen when there is an obstruction between the ball and the hole (e.g. Patch of rough, bunker, hazard).
In the early days of TGCTours it became evident that people were chipping on the greens at a rate far greater than one would see in real life. The reason is that chipping in game is much easier than IRL. People were chipping on greens to avoid putting and to not have to navigate the green undulations.
In fact, chipping on greens IS allowed at TGCTours but a person needs to demonstrate that there was an obstruction between the ball and the hole.
We value realism in our tour. But realism can apply to the rules of golf as well as the WAY golf is played. In this case we had to make a choice for which form of realism we would uphold, so we chose the one that kept a level playing field. There were many discussions, both public and among the admins about the issue and we can assure you that the decision was not made lightly.
The unfortunate side effect of this is that there is sometimes a really long putt can't reach the hole, but these situations are less frequent than the abuse would be if chipping was allowed.

Yes,chipping on the green is,in my opinion,cheating as far as the computer game is concerned,as it is far easier than putting. It doesn't matter what the rules of real golf are.
