I'd like to call this the 'Hammond Factor'
On the challenge circuit people are improving all the time, however if someone rapidly improves their progress can stifle as you can't earn an exemption on an exemption. Take Ryan Hammond for instance...he obliterated CC-C and then CC-B on exemption but instead of moving on up to CC-A he had to have another week on CC-B. He won CC-B again and then won CC-A on exemption by a few strokes and then had to play CC-A again whilst people below him are playing on Web this week. You should be able to earn back to back exemptions on the challenge circuit for sure.

I'm all in favor of changing the policies that if someone wins back to back on two different levels they get auto-status on the level where they just won AND an exemption to the next level.
Lets face it, winning is not that easy as is. If someone can do what the Mighty Hamm has done, they deserve to go up as fast as they can.

I pretty much agree with Jason here: The only way I would agree with 'exemption on exemption' to apply is if you win while on exemption. That's it. A good player will rise up regardless over time.
