I'm one of those weirdos who grew up playing in an area with predominant use of par 3 openers : Napa, California. 4/5 of the courses I played in High School Golf as well as the Country club I lived next to started with par 3s (though the majority were 9 holers). The reason I've always heard is to space out tee times, and Country clubs generally don't have to worry about having as many people on their course as possible.
In older Golf Sims (primarily Tiger woods 2004) I regularly built all my courses with starting 3s (usually shorts) until I learned later how despised they are. Personally, growing up on very short 9 hole courses, my game leans short game so I hate hitting driver off the first tee.

Your confusing Birkdale with another Open course close to it Royal Lytham which is a Par 3,also a Close course by to them both Southport and Ainsdale Hosted 1933-37 ryder cups starts with a par 3.Just noticed an Xbox designer released S & A not quite Lidar but a decent example.

Recently opened Tree Farm in New Holland, SC opens with a par 3. It got ranked #67 on Top100golfcourses.com's Top 100 in the World, so clearly it didn't hurt that placement too much.

Hillcrest Golf Course in Kansas City is probably the only one I've played. It's a public Donald Ross course in dire need of a renovation, but the opener is a downhill 240y par 3 which is an absolute kick in the teeth. Quite the bold opening statement from Ross on this one, although I'm not sure that it's always been hole 1 as the club has been around for over 100 years. hillcrestgolfcourse.com/about/Interesting, taking a look at the routing I cant see what other hole they would have used as the opener previously unless the clubhouse moved locations. That being said it would be interesting if Ross had his initial design as that hole as the first. Shoutout to KC baby

It's a private club, so it doesn't have to worry about pace of play. Also, the website has it ranked at No. 67 in the US, not the world. Interestingly enough, the one review of the course on that site actually calls out the Par-3 opener: "Hole #1 is a par 3, which is extremely rare. If you are going to challenge the rules of golf course design, you better knock it out of the park so that it is justified. That is not the case here. The hole is good, with a natural look, but not a world-class par 3 and is a bit of an awkward start to the round."
