I'm a brand new member on these forums so excuse me if this question has been posed and/or answered (and direct me to the answer if easily accessible please).
I have searched high and low both on here and online in general, watched most of the design walkthroughs, etc, but have not found an answer.
Is there a way to tilt shift and grade fairways, greens and terrain in general?
What I mean is if I wanted a whole fairway or green to have a 2% slope in certain areas/quadrants for example, is there a tool or process for that?
Or if I wanted to build a false front on a green with a graduated slope going down steeper as it nears the front fringe?

You have to use the sculpting tools to flatten or raise the terrain, area by area basically. You can get the result you want, but you'd have to do it using the manual process that's shown in all the YouTube tutorials and such.

I appreciate the quick response, but wish it was different. Haha
I have found that to be one of the most tedious aspects of design by far, except maybe the terrain planting/manicuring.

Easiest way for one big, consistent slope is to take a gradated brush (e.g. top right on page one) and make a big move off the edge of the fairway / green. The centre of the brush moves up by the full amount, with it gradually becoming less towards the edge. See below:
